The letter of admission (Zulassungsbescheid) from a state or state-recognised German higher education institution for a full-time course, or a conditional admission tied to a preparatory language course or Studienkolleg.
A student visa needs admission (Zulassungsbescheid) from a German university for the course. The residence permit for study under § 16b of the Residence Act is for full-time study at a state or state-recognised higher education institution once the student is admitted. Applying without admission leads to refusal at most missions.
A conditional admission tied to a preparatory language course or a Studienkolleg is accepted for the purpose of study. If you apply after the semester has begun, you also give the university's confirmation of enrolment or a letter accepting late arrival.
Someone without admission who wants to look for a place applies for a different visa, for study applicants, which is limited to 9 months.
