Educational only — not legal advice.
The applicant's own letter explaining what they studied before and why, what they will study in Germany and why there, and what they plan to do after graduating.
Many German missions ask for a motivation letter, and may question you on it at the appointment. It is your own account of what you studied before and why, what you will study in Germany and why there, and what you plan to do after graduating.
The embassy in Dhaka, for example, asks you to answer four questions: what did you study before and why (with a short description of those studies); what do you want to study now and why (with a short description of the planned studies); why Germany and not another country; and what you want to do after finishing the degree in Germany.
The officer checks that your background, language level, motivation and answers fit a genuine plan to study this course. A letter that follows from your earlier studies and agrees with the admission letter, the CV and the funding supports that.
